Pagerank is a score that Google give to all websites. It’s a kind of indication of how “good” a site is.
So a site with high pagerank will probably get more traffic and repeat visitors than a site with lesser pagerank. Not just that, but it is also a good selling point and you can generally sell a site for more if it has a high pagerank.
The pagerank changes every few months, whever Google does its “dance”.
When you start a site, it always starts at rock bottom but it is possible to get it to rank high within a few weeks.
To increase your pagerank, you need to get other sites to link to it and you also need to have lots of good, unique and regularly updated content.
You can check the pagerank of your site by installing the Google toolbar. But if you don’t want to do that then you can use a site like PageRank.net to check it for yourself.
I especially like this site and have used it for years because it is very simple and you can check up to 20 URLs at once. At the time of writing, my site is still on rock bottom, pagerank is zero.
But hopefully, within a few months I can get a PR3 or even a PR2 rating.
